Spring Session of the State Great Khural Opens
The Spring Regular Session of the State Great Khural (Parliament) of Mongolia opened on March 17, 2025.
Opening the Spring Regular Session, Chairman of the State Great Khural of Mongolia Amarbayasgalan Dashzegve stated, “During the recess period, I, along with several Members of Parliament, traveled across the Khangai, Western, Central, Eastern, and Gobi regions, where we met with more than 25,000 citizens, including herders, cooperatives, traders, entrepreneurs, civil servants, legal professionals, and high school students. Rather than making unrealistic demands beyond the scope of our parliamentary authority, the public is urging us to ensure that Parliament functions as a true legislative body. Their primary concerns revolve around securing stable employment and income, ensuring their children have access to well-equipped schools and kindergartens, improving healthcare services, and advancing infrastructure development. These concerns reaffirm that the laws we enact must directly contribute to improving the quality of life for our citizens.
First, we must establish the legal framework necessary for mega projects and fully support the Government in its efforts to drive national progress. Second, we need to adopt a people-centered approach to legal reform by amending the Law on Legislation, as we cannot achieve meaningful legal development without changing our current legislative mindset. Third, we must prioritize creating a fair and competitive market environment and fostering economic expansion, ensuring that our policies and laws support these goals.”
Throughout the session, Parliament will deliberate on several important matters, including the draft Law on the Fiscal Framework Statement for 2026 and Budget Projections for 2027-2028, as well as the draft Resolution on Approving Mongolia’s Development Plan for 2026. Moreover, lawmakers will review the execution of the 2024 Consolidated Budget, the Government’s consolidated financial report, and the draft Resolution on Approving the 2024 Budget Execution. Other key discussions will focus on the approval of the Government’s Debt Management Strategy for 2026-2028, the schedule for oversight and inspections during the 2025 Autumn Regular Session, and the agenda for the 2025 Autumn Regular Session for Parliament.
